To reduce vulnerability to natural disasters in foreign countries through the use of disaster mitigation techniques.
International Disaster Risk Reduction Act of 2006 - Amends the Foreign Assistance Act of 1961 to include as part of assistance for disaster preparedness assistance to reduce human and property vulnerability to natural disasters through the use of disaster mitigation techniques.
Directs the Secretary of State to: (1) develop and implement an initiative to reduce human and property vulnerability to natural disasters in foreign countries by encouraging the use of disaster mitigation techniques in regions considered especially vulnerable to natural disasters; and (2) appoint an advisory committee of experts to help develop such initiative.
