Amends the American Servicemembers' Protection Act of 2002 to repeal the prohibition on military assistance to a country that is a party to the International Criminal Court (ICC).
Amends the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2005 and the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2006 to repeal limitations on Economic Support Fund assistance to a country that is a party to the ICC and has not entered into an agreement with the United States preventing ICC proceedings against U.S. personnel present in such country.
