To prevent abusive practices by pharmaceutical benefit managers (PBMs).
Pharmaceutical Benefit Manager Abuse Prevention Act of 2006 - Prohibits a pharmaceutical benefit manager from: (1) referring a patient to a pharmacy or other dispenser of pharmaceuticals that is owned or affiliated with the manager; or (2) changing the drug authorization for a patient without the patient's express consent and without informing the patient of the financial consequences.
Requires each pharmaceutical benefit manger to publicly disclose any kickbacks or other financial incentives or any relationship with any pharmaceutical manager.
Provides for civil penalties for violations.
