Revises the authority of the Secretary of the military department concerned, or the Secretary of Homeland Security with respect to the Coast Guard, to sell to local purchasers untreated water on a military facility to prohibit any such Secretary, in determining whether the water to be sold is available from other local sources, from considering: (1) the availability of treated water from any local source; or (2) the availability of untreated water from another local source that is situated outside of the political subdivision in which the military facility that will supply the untreated water is located.
