To authorize the Secretary of the Army to acquire land for expansion of Pinon Canyon Maneuver Site, subject to certain conditions.

Authorizes the Secretary of the Army to acquire land near Pinon Canyon Maneuver Site for the purpose of expanding the Site.

Prohibits any acquisition that would require the condemnation of property, the federal seizure of private property, or the exercise of eminent domain by a federal or state entity.
