Amends the District of Columbia Code to make the Mayor of the District of Columbia (currently, the President of the United States) the Commander-in-Chief of the militia of the District.
Makes conforming amendments to the District of Columbia Home Rule Act and federal law regarding the Armed Forces and the National Guard.
