Amends the Older Americans Act of 1965 to require the Assistant Secretary for Aging, when making grants to nonprofit organizations for the establishment or support of multidisciplinary centers of gerontology and gerontology centers of special emphasis, to give priority to centers located at urban institutions of higher education having a special emphasis on research to identify and provide technical assistance that promotes the best practices in long-term care service delivery, housing, financing, transportation, and other areas designed to create sustainable livable urban communities for future generations of increasingly diverse older individuals.
