Amends the the Foreign Assistance Act of 1961 to require that U.S. foreign assistance to a nongovernmental organization or contributions to an international organization may be provided only if the organization and each subrecipient submits to the U.S. government a certification that the assistance or contributions will not be used to: (1) intentionally traffic in goods or services that contain counterfeit marks; and (2) provide goods or services that are unauthorized by the owner or holder of the intellectual property rights (including trademarks, copyrights, and trade secrets) in such goods or services.
Directs the President to suspend or terminate assistance or contributions for violations of such prohibitions.
