To require the conveyance of Mattamuskeet Lodge and surrounding property, including the Mattamuskeet National Wildlife Refuge headquarters, to the State of North Carolina to permit the State to use the property as a public facility dedicated to the conservation of the natural and cultural resources of North Carolina.

Lake Mattamuskeet Lodge Preservation Act - Directs the Secretary of the Interior: (1) acting through the Director of the U.S. Fish and Wildlife Service, to convey to the state of North Carolina, except for certain utility and road easements, property containing the Mattamuskeet Lodge and the Mattamuskeet National Wildlife Refuge headquarters for use as a public facility dedicated to the conservation of the natural and cultural resources of that state; and (2) to cooperate with the state to develop a memorandum of agreement encompassing mutually beneficial opportunities to use the property to provide visitor services, construct and utilize facilities and utilities, and implement wildlife conservation projects.
Conditions the conveyance on the state: (1) agreeing to restore and maintain the lodge as a historic property; and (2) accepting the real property in its condition at the time of the conveyance.
Requires the state to cover the costs of any survey and the cost of recordation of deeds in connection with such conveyance.
Bars the Secretary from retaining liability for any environmental remediation that may be required with regard to the property conveyed under any applicable environmental authorities for specified costs, penalties, fines, or actions.
Requires reversion of such conveyed property to United States if: (1) it is not being used in accordance with the purpose specified above; or (2) the state is not complying with the condition of restoring and maintaining the lodge.
