To prohibit entities owned or controlled by foreign governments from conducting certain operations at seaports in the United States, and from entering into agreements to conduct such operations.
Prohibits an entity owned or controlled by a foreign government from: (1) conducting operations relating to the import or export of cargo by vessel, or the arrival or departure of crew or passengers on a cargo vessel, at a U.S. seaport; or (2) entering into a contract to conduct such operations. Subjects a person to certain civil penalties for violating such requirements.
