To amend the Ethics in Government Act of 1978 to require Members and staff of the House of Representatives to verify their compliance with the gift rule.
Ethical Disclosure Act - Amends the Ethics in Government Act of 1978 to modify financial disclosure reporting requirements of federal personnel to require, in the case of a Representative in Congress, a Delegate, the Resident Commissioner from Puerto Rico, or a congressional officer or employee whose compensation is disbursed by the Chief Administrative Officer of the House, a mandatory financial disclosure report to include a statement certifying that the individual is in compliance with rule XXV (Limitations on Outside Earned Income and Acceptance of Gifts) of the Rules of the House.
