Authorizes the Secretary of the Navy to enter into a contract for the nuclear refueling and complex overhaul of the U.S.S. Carl Vinson. Places a limit of $89 million on FY2006 funds that may be so used. Allows additional amounts to be obligated for such work for FY2006 only to the extent authority is expressly provided by law, and funds are appropriated by law, for such obligations. Provides conditions on subsequent contract payments.
Allows such contract without regard to new spending prohibitions contained in P.L. 109-77 (making continuing appropriations for FY2006).
