To establish the Bleeding Kansas and the Enduring Struggle for Freedom National Heritage Area, and for other purposes.
Bleeding Kansas National Heritage Area Act - Establishes the Bleeding Kansas and the Enduring Struggle for Freedom National Heritage Area in the states of Kansas and Missouri.
Designates the Territorial Kansas Heritage Alliance as the local coordinating entity for the Area.
Requires the Alliance to develop and submit a management plan for the Area, which shall contain a comprehensive program for the conservation, interpretation, funding, management, and development of such Area.
Prohibits the Alliance from using federal funds received under this Act to acquire real property or an interest in real property.
Authorizes the Secretary of the Interior to provide technical and financial assistance for the development and implementation of the management plan.
Specifies private property protections.
Requires the Alliance to: (1) provide assistance and encouragement to state and local governments, private organizations, and persons to protect and promote the resources and values of the Area; and (2) be an advocate for land management practices consistent with the purposes of such Area.
Authorizes appropriations. Limits to a maximum of 50% the federal share of the cost of any activity assisted under this Act.
Terminates the authority of the Secretary to provide assistance under this Act 15 years after enactment of this Act.
