Disaster Recovery Act of 2005 - Authorizes the Secretary of the Treasury to issue Disaster Recovery Bonds for disaster relief and recovery efforts. Establishes in the Treasury a Disaster Recovery Trust Fund to hold all revenue derived from the sale and issuance of Disaster Recovery Bonds.
