To amend the Public Health Service Act to establish a program to provide screenings and treatment for cancer to minority or underserved populations, and for other purposes.
Cancer Testing, Education, Screening, and Treatment Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants to qualifying health centers and nonprofit organizations for programs providing cancer screening, counseling, and treatment and information and education on cancer prevention. Targets service populations with significant numbers of low-income minority individuals who are at-risk for cancer, requiring programs to provide: (1) services in the languages most appropriate for, and with consideration for the cultural backgrounds of, services recipients; (2) outreach activities; and (3) cancer information. Requires the Secretary to designate the type(s) of cancer covered by a grant.
