To authorize the Secretary of the Interior to make payments to Western States for education improvement.
Action Plan for Public Lands and Education Act of 2005 - Directs the Secretary of the Interior to make annual payments for education improvement to state educational agencies of the following eligible states: Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, New Mexico, Nevada, Oregon, Utah, Washington, and Wyoming.
Bases each such state's portion of the total amount of such payments on its portion of the total number of acres of federally owned property in all of the eligible states.
