To amend the Internal Revenue Code of 1986 to make permanent the option of including combat pay when computing earned income.

Amends the Internal Revenue Code to make permanent the taxpayer election to treat combat zone compensation (otherwise excludable from gross income) as earned income for purposes of computing the allowable earned income tax credit.
