To amend title 49, United States Code, to direct the Secretary of Homeland Security to extend a requirement for the prescreening of air passengers to international flights that overfly the United States.

Amends federal transportation law to extend the Department of Homeland Security's authority to compare passenger information for any international flight that overflies the United States against the consolidated and integrated terrorist watchlist maintained by the federal government before departure of the flight.
