To extend the suspension of duty on reaction products of phosphorus trichloride with 1,1'-biphenyl and 2,4-bis(1,1-dimethylethyl)phenol.

Amends the Harmonized Tariff Schedule of the United States to extend the suspension, through December 31, 2008, of the duty on reaction products of phosphorus trichloride with 1,1'-biphenyl and 2,4-bis(1,1-dimethylethyl)phenol.
