To improve air cargo security.
Air Cargo Security Act - Requires the inspection of all cargo transported in aircraft operated by domestic and foreign air carriers. Requires the Secretary of Homeland Security to: (1) develop a plan to implement such inspection; (2) monitor and evaluate new cargo screening technologies; (3) establish a system for the regular inspection of shipping facilities (including foreign facilities) for shipments of air cargo; and (4) establish a training and evaluation program for air cargo handlers.
