To direct the President to submit a report to Congress explaining the President's funding requests for certain homeland security programs authorized by Public Law 108-458 which implemented the recommendations of the National Commission on Terrorist Attacks Upon the United States.
9/11 Commission Full Funding Act - Requires the President to submit to Congress a report explaining each homeland security funding shortfall included in the budget submitted for FY 2006 and for every fiscal year thereafter, including the rationale for requesting less than the authorized funding level.
Defines "homeland security funding shortfall" as a program authorized by the Intelligence Reform and Terrorism Prevention Act of 2004 for which: (1) the maximum specified authorization of appropriations is not requested in the President's budget; or (2) no amount of authorized appropriations is specified and the amount requested by the President is insufficient to operate the program.
