To amend the Richard B. Russell National School Lunch Act to expand the fruit and vegetable pilot program to 5 States, including New York, and to include Head Start programs.

Amends the Richard B. Russell National School Lunch Act to: (1) expand the fruit and vegetable pilot program to five States, including New York; and (2) include Head Start programs (as well as elementary and secondary schools) in the program.
