To require a quadrennial review of the diplomatic strategy and structure of the Department of State and its related agencies to determine how the Department can best fulfill its mission in the 21st century and meet the challenges of a changing world.
Quadrennial Foreign Affairs Review Act - Directs: (1) the Secretary of State to submit every four years to the Committee on International Relations of the House of Representatives, the Committee on Foreign Relations of the Senate, and the National Foreign Affairs Panel a quadrennial foreign affairs and Department of State review; and (2) the Panel to submit to the Secretary a report responding to such review.
Directs the Secretary to establish every four years a nonpartisan independent National Foreign Affairs Panel, which shall terminate 30 days after submission of its report.
