To amend title 23, United States Code, relating to the toll credit toward the non-Federal share payable for certain highway and transit projects.

Amends Federal highway law with respect to the toll credit a State may use toward the non-Federal share of costs for certain federally-funded highway and transit projects to reduce such credit by a percentage equal to the percentage of the total cost of such project that was derived from Federal funds (not including loans).
