To direct the Consumer Product Safety Commission to promulgate a rule that requires manufacturers of certain consumer products to establish and maintain a system for providing notification of recalls of such products to consumers who first purchase such a product.
Product Safety Notification and Recall Effectiveness Act of 2005 - Instructs the Consumer Product Safety Commission to promulgate a rule under the Consumer Product Safety Act that requires the manufacturer of a covered consumer product to establish and maintain a consumer notification system for product recalls.
Defines "covered consumer product" as: (1) a juvenile product; (2) a small household appliance; and (3) such other products as the Commission considers appropriate for achieving the purpose of this Act (reducing deaths and injuries from defective and hazardous consumer products through improved recall).
Prescribes database requirements.
