Urging the United States Trade Representative to take action to ensure that the People's Republic of China complies with its obligations to protect intellectual property rights, and for other purposes.

Declares that Congress believes that: (1) the failure of the People's Republic of China (PRC) to protect intellectual property is inconsistent with its obligations under the Agreement on Trade-Related Aspects of Intellectual Property Rights, and denies the benefits of this agreement to the United States; and (2) China's failure to adequately fulfill its obligations to enforce intellectual property rights is unjustifiable and burdens or restricts U.S. commerce under the Trade Act of 1974.

Urges the U.S. Trade Representative to: (1) take action under the Act to combat rampant intellectual property violations in China (including the imposition of bilateral tariffs); and (2) use all additional means available, including filing of a complaint at the World Trade Organization (WTO), to ensure that China complies with such obligations.
