Providing that any agreement relating trade and investment that is negotiated by the executive branch with other countries must comply with certain minimum standards.

Urges the compliance of any trade and investment agreement that is negotiated by the executive branch with other foreign countries with certain minimum standards regarding: (1) investor and investment policy; (2) specified services; (3) policies to support American workers and small, minority, and women-owned businesses; (4) environmental, labor, and other public interests; (5) U.S. trade laws; (6) food safety; (7) agriculture and food security; (8) transparency; (9) governmental authority; (10) access to medicines and seeds; and (11) special treatment for developing countries.
