Expresses support for the goals and ideals of National HIV/AIDS Testing Day.

Encourages the use of rapid test kits approved by the Food and Drug Administration (FDA) for HIV testing.

Recognizes the need to: (1) promptly reauthorize the Ryan White CARE Act; and (2) authorize and provide all necessary funding to prevent the spread of HIV and to provide care and treatment to those who are already infected and living with HIV/AIDS.
