A bill to amend titles XVIII and XIX of the Social Security Act to prevent abuse of recipients of long-term care services under the Medicare and Medicaid programs.
Amends SSA title XVIII part D (Miscellaneous Provisions) to provide for application of skilled nursing facility abuse prevention requirements to any provider of services or any other entity that is eligible to be paid under Medicare for providing home health services, hospice care, or long-term care services to an individual entitled to benefits under part A (Hospital Insurance) or enrolled under part B (Supplementary Medical Insurance).
Amends SSA title XI to provide for inclusion of abusive workers in the database established as part of the national health care fraud and abuse data collection program.
Directs the Secretary of Health and Human Services to establish a demonstration program to provide grants to develop information on best practices in patient abuse prevention training for managers and staff of hospital and health care facilities.
