A bill to amend the Federal Water Pollution Control Act to improve protection of treatment works from terrorist and other harmful and intentional acts, and for other purposes.
Requires the Administrator of the Environmental Protection Agency to review both the assessment and the plan. Provides for the protection of the confidentiality of such information. Sets forth record keeping and revision requirements.
Authorizes the Administrator to make grants to water treatment works to assist in compliance and pay the costs of basic security enhancements. Provides grants for immediate and urgent security needs.
Amends the Federal Water Pollution Control Act to direct the Administrator to research and review possible terrorist means of intentional disruption as well as alternative treatment processes should a disruption occur.
Authorizes the Administrator to make grants for the improvement of vulnerability self-assessment tools for publicly owned treatment works.
