Safety Valve Fairness Act of 2003

Safety Valve Fairness Act of 2003 - Makes retroactive the court's authority to apply sentencing guidelines instead of mandatory sentences to drug offenders who were first time, nonviolent drug offenders who were not leaders or organizers, did not use a firearm, and provided the Government with all the information they had about the offense.
