Federal Regulatory Improvement Act of 2004 - Revises the purpose of the Administrative Conference of the United States to include: (1) promoting more effective public participation and efficiency in the rulemaking process; (2) reducing unnecessary litigation in the regulatory process; (3) improving the use of science in the regulatory process; and (4) improving the effectiveness of laws applicable to the regulatory process.
Authorizes appropriations for FY 2005 through FY 2007.
