Protecting Our Communities by Making Returning Offenders Better Citizens Act of 2004

Protecting Our Communities by Making Returning Offenders Better Citizens Act of 2004 - Establishes within the Department of Justice the Office of Community Services. Requires the Office Director to: (1) develop and administer grant programs to prepare incarcerated persons for reentry into the community or to assist reentering offenders in their transition; and (2) make grants to nongovernmental entities that have expertise in providing such services.

Authorizes the Director to award a grant to an eligible organization to establish a National Offender Reentry Initiative Clearinghouse.

Requires the Director to award grants: (1) to State or local corrections agencies to provide services to incarcerated persons, including education, substance abuse treatment, and vocational skills training; (2) to consortiums of such agencies and to State or local parole or probation agencies to provide services to incarcerated persons who have not more than one year remaining of their sentence or to released offenders within 18 months after release; (3) to parole and probation agencies to provide offenders with services to help with their transition; and (4) to correctional, parole, or probation agencies and nongovernmental entities for community protection programs.

Directs the Bureau of Prisons to provide each offender released from Federal prisons information on how to restore voting rights and other civil and civic rights.

Earmarks specified funds for research, technical assistance, and training.
