Requires the National Intelligence Council to submit to Congress a report that includes the following: (1) the methodologies utilized for the initiation, drafting, publication, coordination, and dissemination of the results of National Intelligence Estimates (NIEs); and (2) such recommendations as the Council considers appropriate regarding improvements of the methodologies utilized for NIEs in order to ensure the timeliness of such Estimates and ensure that such Estimates address the national security and intelligence priorities and objectives of the President and the Director of Central Intelligence.
States that the report under subsection shall be submitted in an unclassified form, but may include a classified annex.
