A bill to amend the Farm Credit Act of 1971 to establish certain conditions under which a Farm Credit System institution can terminate its status as a System institution.

Amends the Farm Credit Act of 1971 with respect to the termination of a Farm Credit System institution's participant status to require the Farm Credit Administration to: (1) hold public hearings in the affected States; and (2) not approve or disapprove the termination plan until at least 180 days after its submission.
