A bill to reauthorize appropriations for the Pacific coast salmon recovery fund and include the state of Idaho in the salmon recovery program.

Amends the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2000 to authorize appropriations for FY 2004 through 2008 to: (1) the States of Alaska, Washington, Oregon, California, and Idaho for salmon habitat restoration, salmon stock enhancement, and salmon research, including the construction of salmon research and related facilities; and (2) the Pacific Coastal tribes and the Columbia River tribes for salmon habitat restoration, salmon stock enhancement, salmon research, and supplementation activities.
