Los Alamos National Laboratory National Security Act for Fiscal Year 2004

Los Alamos National Laboratory National Security Act for Fiscal Year 2004 - Directs the Secretary of Energy to: (1) terminate the contract of the University of California to operate Los Alamos National Laboratory, New Mexico; (2) appoint either a Federal or private sector entity as interim contractor to operate the Laboratory until appointment of a successor contractor; and (3) ensure retention of essential employees at such Laboratory both during the transition period and after commencement of Laboratory operations by the successor to the University of California.

Prohibits any future contract award to University of California for operation of Los Alamos National Laboratory.
