A bill to provide for the access and handling by personnel of State and local governments of classified information to facilitate preparation and response to terrorist attacks, and for other purposes.
Amends the National Security Act of 1947 to require the Director of Central Intelligence to provide the appropriate national intelligence to State and local governments.
Requires the Secretary of Homeland Security to provide security clearances and appropriate training to such officials. Requires the Secretary provide the appropriate technology and facilities to ensure prompt, efficient, and secure transmittal, receipt, and storage of classified information.
