Amends the Congressional Award Act to extend through calendar 2009 the requirement that the Comptroller General determine, and report to Congress on, whether the Director of the Congressional Award Board is complying with requirements for financial operations of the Congressional Award Program.
Extends the authorization of the Board from October 1, 2004, to October 1, 2009.
Allows the Board to use Federal sources to carry out its functions and make expenditures.
Allows the Board to accept a maximum of one-half of all funds accepted from Federal sources. (Currently it is prohibited from receiving any Federal funds or resources.)
Authorizes appropriations for FY 2005 through 2009.
