A bill to authorize the transfer of funds for foreign countries to participate in international peacekeeping or peace enforcement operations, and for other purposes.
The Global Peacekeeping Operations Initiative Act of 2004 - Authorizes the Secretary of Defense to transfer funds to the Secretary of State for assistance to foreign military or security forces in order to enhance a country's international peacekeeping capability.
States that such assistance: (1) may be used to provide equipment, supplies, training, or funding; and (2) is in addition to any other authority to provide assistance or military assistance to a foreign country.
