Amends the Native American Programs Act of 1974 to make the Commissioner for Native American Programs (the current chairperson) and the Director of the Indian Health Service (the current vice-chairperson) both co-chairpersons of the Intra-Departmental Council on Native American Affairs.
Amends the Native American Programs Act of 1974 to authorize appropriations for FY 2005 through 2009.
Changes from annual to every five years the Secretary of the Interior's periodic report to Congress on the social and economic conditions of American Indians, Native Hawaiians, other Native American Pacific Islanders (including American Samoan Natives), and Alaska Natives.
Amends the Native Hawaiian Education Act to authorize activities under such Act to include research and education activities relating to Native Hawaiian law.
