National Beach Recreation and Economic Benefits Act - Requires the Secretary of the Army, in making recommendations regarding shore protection projects, to establish procedures for the determination of national economic benefits that treat benefits for recreation equally to benefits for hurricane and storm damage reduction and environmental restoration.
