Amending the Rules of the House of Representatives to limit the maximum voting time.

Amends rule XX (Voting and Quorum Calls) of the Rules of the House of Representatives to limit the maximum voting time to 17 minutes, except by unanimous consent or mutual agreement of the majority and minority leaders.
