Directs the Secretary of State to transmit to the House of Representatives not later than 14 days after the date of the adoption of this resolution all documents in the possession of the Secretary, except those documents that have been found by a court to be protected by Federal Rule of Criminal Procedure 6(e), relating to the treatment of prisoners or detainees in Iraq, Afghanistan, or Guantanamo Bay and any requisite instructions for handling such documents, including those concerning: (1) reports of certain nongovernmental organizations, including the International Committee of the Red Cross, and references to such reports by the Secretary of State or an agency of the Department of State; (2) interrogation and detention operations and techniques; (3) applicability of human rights treaties, Federal criminal law, and the U.S. Constitution; (4) military training and command relationships; (5) presidential directives or claims of authority; (6) special access programs; (7) meetings and official roster entries; (8) records, including those of complaints, of prisoner and detainee treatment; (9) written statements and investigations; (10) contractor activities, including translation work; and (11) death and injury.
