Resolution provides that upon receipt of a message from the Senate transmitting H.J.Res. 2 with a Senate amendment thereto, it shall be in order to consider in the House a motion offered by the chairman of the Committee on Appropriations or his designee that the House disagree to the Senate amendment and request or agree to a conference with the Senate thereon.
