Summary

Electric Refund Fairness Act of 2003 - Amends the Federal Power Act to make the date of the filing of a complaint the effective date for the refund of rates and charges determined by the Federal Energy Regulatory Commission to be either unjust, unreasonable, unduly discriminatory or preferential.

Increases criminal and civil penalties for violations of the Act and the rules thereunder.
