Amends Federal provisions concerning Appalachian regional development to revise the definition of "Appalachian region" to include: (1) Nicholas and Robertson Counties in Kentucky; (2) Ashtabula, Fayette, Mahoning, and Trumbull Counties in Ohio; (3) Giles, Lawrence, Lewis, and Lincoln Counties in Tennessee; and (4) Henry and Patrick Counties in Virginia.
Increases the authorizations of appropriations to the Appalachian Regional Commission to carry out such regional development.
