To provide emergency assistance to certain small business concerns that have suffered substantial economic injury from drought.
Requires the SBA, within 30 days after receiving a State governor's certification that small businesses in that State have suffered economic injury as a result of a disaster, to respond in writing to that governor regarding the extent to which the SBA intends to exercise its authority concerning the provision of disaster loan assistance.
