John F. Kennedy Center Reauthorization Act of 2004 - Amends the John F. Kennedy Center Act to authorize appropriations for FY 2005 through 2007 to the Board of Trustees of the John F. Kennedy Center for the Performing Arts (Board) for: (1) maintenance, repair, and security; and (2) capital projects.
Revises the John F. Kennedy Center Plaza Authorization Act of 2002 to direct the Secretary of Transportation to establish a Center Plaza Project Team consisting of the Secretary, the Administrator of General Services, the Chair of the Board, or their designees, and other individuals the Team considers appropriate.
Requires the Board to consult with the Team on specified matters, including construction of buildings.
Subjects to Team approval any Board decision that will significantly affect the scope, cost, schedule, or engineering feasibility of any element of the Project, other than buildings to be constructed on the Plaza.
Directs the Comptroller General, until Project completion, to review management and oversight of construction of the Project by the Board and report periodically on review results to specified congressional committees.
