Smart from the Start Preschool Education for America Act of 2004 - Directs the Secretary of Education to make formula grants to States to provide families with access to high-quality, voluntary preschool education.
Directs the Secretary to develop program quality standards based on recommendations of an independent panel of experts convened by the National Academy of Sciences.
Reserves specified amounts for outlying areas, Indian tribes, and tribal organizations, including Native Hawaiian organizations.
